The meeting was called to order by the President, Larry Bittner at 9:02 a.m. on Saturday, October 22, 2011 at the Pole Barn. Larry introduced Craig Cotterman, the Denton Township Supervisor and Scott Bell from Lapham Associates to the board members and asked that we suspend normal business to listen to the guest speakers talk on a Sanitary Sewer Feasibility Study for Lake James and CLMP (Cooperative Lake Management Project).

Scott explained that a feasibility study consisted of several phases: a need for a sanitary sewer system; environmental issues as well as wetlands; population area – waste water flow; physical aspect of the system; cost; and methods of financing. A feasibility study normally takes three to six months to complete and can run anywhere from $5,000 to $10,000 to complete. Once a study has been completed, it does not have to be redone for years so a project could be placed on hold. Membership on a feasibility study should consist of township, city, county, HLSA members as well as property owners of Lake James.

Craig Cotterman explained a little about the work of CLMP. He mentioned the great work of the volunteers (with training). Some of the testing done is spring and fall phosphorus, transparency of water, algae on the water and chlorophyll A data testing from May through September on the 15th of every month. All this testing is completed to makes sure our lake waters remain healthy.

After the speakers left, there was discussion as to what the next step would be regarding the concerns of sewers within our area. Larry, along with Craig Cotterman will check on available grants to offset the cost to our property owners. It was decided that no decision would be made by the board members but that a special informational meeting would be held for the property owners when more information becomes available to see if a feasibility study is warranted. Because of the cost of the feasibility study, the board will not make any decision without the voice and consent of the property owners.

The minutes of the September 17, 2011 board meeting were reviewed.

Treasurer's Report:
Dorothy reviewed all checks that have been written since September 17, 2011 through October 21, 2011.

Old Business

Rodger Shutter reported that no change will be made in our insurance company.

Marty Baumgartner reported that according to Marine Safety Specialist Sgt. Al Bavarskas DNR Southfield Operations Service Center, a permit is required from the State that designates Lake James as a no wake lake. Accordingly, it would be illegal to have no wake bouys on the lake if we do not have this permit. After the meeting, Larry Bittner expressed a concern about whether or not this information was correct and was going to look into this further.

There will be a follow-up court date on Monday, November 7th with the property owners not complying with the LJPOA property restrictions.

Management Reports:

Dam Report:
The lake is within legal limits. The necessary boards will be removed at the end of the month.

Fish Report:
All applications have been filled out. Fifteen hundred walleye will be delivered and planted in the lake at the end of the month. There was no increase in price.

Weeds Report:
No report.

Parks Report:
Slowing down for the year. A friend of Don has donated commercial playground equipment which includes a slide, large spring toy, plus a smaller spring toy. It will more than likely be placed at Moosehead Park. The dock and port-a-potty will be removed at the end of October.

Events Report:
Jane will be hosting the first 4th of July planning meeting on the first Saturday of December, December 3rd at 10 A.M. at her home.

Jane also mentioned that the next luncheon for the women of Lake James will be Saturday, November 5th, 12:00 noon at the Riviera Hotel and Restaurant on Houghton Lake.

Outstanding Dues
Dues for the current year are in the process of being collected now. Collection process will continue until October 31st. Rodger reported that there are eight property owners who have been delinquent for five years or more. One more letter will be sent to inform them of court proceedings if not paid in full within a certain time frame.

New Business

Larry Bittner, Rocco Daversa and Stan Watkins will be attending the Michigan Watershed Seminar at Higgins Lake on Monday and Tuesday, October 24th and 25th.

Gary and Jane volunteered to attend the CLMP meeting scheduled for April, 2012

  • With postage going up at the end of the month, a motion was made by Jane Tomaszewski to stock up on pre-stamped envelopes with the forever stamp.
