Call to Order
Larry Bittner called the meeting to order at 10:02 a.m. at the Lake Association Pole Barn. He announced at the beginning of the meeting that he hoped to have a shorter than normal meeting so that all board members would be able to take a field trip to the Houghton Lake Playhouse to interact with different organizations with regards to environmental and ecological issues

Larry reported that we were one board member short as Mary Gast resigned from the board shortly after the annual meeting in August due to health issues.

Treasurer's Report: Dorothy Yakes presented the treasurer's report that included the August 31, 2009 month ending Balance Sheet and the Revenue and Expense Statement.

Dorothy then presented the check summary for review and approval. The report encompassed all check transactions from July 31, 2009 through September 18, 2009.

Dam Report:
Pat Murray reported that the dam inspection would take place on Tuesday, September 22 at 5:30 p.m. All boards at the dam will be removed as the inspector will need to walk through the tunnel to check all aspects of both mechanical and safety issues.

Delinquent Dues:
Rodger Shutter reported that there were still thirteen (13) property owners delinquent with their 2008-2009 Association dues. Attempts are still being made to collect these dues through the Roscommon County Court System.

The deadline for the 2009-2010 dues is October 31, 2009.

Parks:
Jim Preczewski reported that he has been checking into the price of sand comparable to beach sand for both Linwood and Ridgewood Parks. The goal is to have 20 yards delivered to each park

Jim reported that Saturday, May 8, 2010, 9:00 a.m. has been designated as the annual parks clean-up date. The date will be published both on the website and newsletters.

Volunteers are needed during the winter months to repair the picnic tables.

There is a dead tree at the entrance to Moosehead Park (boat launch) that needs to be removed. Some discussion followed as to whether or not the tree was on our property as to liability issues. If the tree is on property owned by an association member, that member will be asked to remove the tree. If the tree is on city property, Denton Township will be notified.

Jim presented a map that was given to him by Don Ferency that outlined in detail every street within the Lake James area. Board members asked Jim if the parks could be included on the map. He was to check further with Don.

Some discussion followed regarding boat trailers being left at the launch site without a yellow LJPOA sticker. In the future a letter will be left on the windshield of the car in violation of the "no parking" rule, with instructions that if there is a second occurrence, their car and trailer will be towed and all expenses will be paid by them. Keys and/or trailer stickers can be obtained from Jim or Rodger.

In conclusion, Jim asked that Terry Jenks be reimbursed for some of his gas costs in cutting the grass at several of our parks that is a tremendous cost savings to the association.

Weed/Aquatic Management:
Rocco Daversa reported that two additional names were added to his list for people requesting lily pad spraying in front of their homes.

Aquatic Nuisance will be on the lake to spray for milfoil sometime during the upcoming week. Even though the entire lake will be treated, special treatment will be given to Shadow Lake and the south end of the tube where milfoil is at its heaviest. Weevils are also being considered for Shadow Lake. Signs will be posted two days before spraying begins. The possibility of posting these signs several days before a spraying was brought up at the annual meeting and this information was passed on to Aquatic Nuisance.

He is waiting for a price list from Ray on the silt pellets to break down the black muck that has been requested by several homeowners

Events:
Nothing is planned until our Winter Picnic to be held the second weekend of Tip-Up-Town in January 2010.

There will be no set theme for our annual Fourth of July boat parade. The feedback that she has received is that people want to be able to do "their own thing."

No additional logo ideas have been entered. She has gotten some feedback that people like what we have and why change it. This can be expressed at our annual meeting in 2010.

She is still working with the Shirt Shop and Arnie's as to pricing of our Logo wear. The goal is that all Lake James logo wear be available locally.

Larry reported during Jane's report that Dan Nelson and Tim Hughes have started a snowmobile club. Membership is open to anyone who is a Lake James Association member. More news will be on the website or the Fall/Winter Newsletter.

Blight Issues
Eugene D'Andrea brought up the issue of the amount and size of trailers being parked on association members' property. These trailers include boat, jet skies, snowmobiles, pop-up trailers, utility trailers and campers, the sizes of which vary from 8 feet to 35 feet. He questioned what is considered a reasonable amount. The fact that our By-Laws might have to be changed came up with regards to the amount of trailers that would be allowed.

Larry was to check with Denton Township on their restrictions and more would be discussed at board meetings in the future.

Eugene also asked whether or not we had received a police report from the Jet Ski accident that occurred at Hazelwood Park on September 6, 2009 at approximately 8 p.m. Larry was still waiting and would pursue further to be sure that we had the report for our files.

President's Report:
Larry presented a letter that he received from John and Janet Bate for all board members to read. An identical letter was addressed to all Board Members. Larry reviewed the past history as well as the present to all board members. Both Dorothy and Jane commented that they had received personal phone calls from Mr. Bate.

Larry read several e-mails received from Association members via the "Ask the Board" on our website. These e-mails were also forwarded to the Board member most knowledgeable in that area.

He plans on attending the next Denton Township committee meeting.
