Call to Order
LJPOA Board Meeting was called to order at 10:05am by Larry Bittner. Meeting took place at the LJPOA Barn.

Old Business

The LJPOA Board Meeting minutes for the March 2009 meeting were distributed for review. No approval vote was taken as they were not available prior to the meeting. March minutes will be voted on at the next Board meeting in May.

Treasurers Report:
Dorothy Yakes presented the treasurers report including financial statements, cash balance report and check summary. Current cash balances are:

General Fund: $80,564.77
Dam Fund: $36,962.29
Fish Fund: $2,294.06
Park Fund: $2,857.88
Total: $122,679.00 As of April 14, 2009

  • Motion made by Rodger Shutter to accept the Cash Balance Report as presented.

The Check Summary was presented for review and approval. The report encompassed all check transactions through April 14, 2009.

Weed/Aquatic Management:
Dan Nelson advised:

  • LJPO’s that are spraying for lake weeds or other lake vegetation is prohibited by law.
  • Any lake spraying must be done with a permit issued by the Michigan Department of Environmental Quality (D.E.Q.).
  • Individual weed spraying around the lake is NOT covered by the permit obtained LJPOA and Aquatic Nuisance Plant Control.

LJPOA annual/spring lake spraying will take place very shortly. Notice of this spraying will be sent out to LJPO’s in addition to being posted on the website.

Parks Management:
Jim Preczewski & Larry Bittner reported on numerous issues

Spring Clean-Up – paraks are in much better shape than in the past. They will require less clean-up/maintenance this year. Areas needing work have been identified and work areas will be assigned first thing in the morning on May 2nd. Afterwards, hot dogs and all the “fixins” will be served at the Barn for all the hungry volunteers!

The Annual LJPOA Spring Clean-Up Day is May 2, 2009. Please meet at the Boat Ramp @ 9:00am.

Boat ramp will be put in on May 2, 2009 as part of the LJPOA Clean Up day.

Picnic tables will be picked up at the dump for repair and use in our parks. Larry Bittner and Jim Preczewski will organize the pick up. Repair of the tables will be done by volunteers.

INFO SIGNS will be updated after the May 2nd Clean Up day. Topic TBD. Suggest we post something about the upcoming lake spraying.

Over the winter, Brian of Brian’s Small Engine Repair repaired free of charge, the LJPOA chainsaw! We will post a THANK YOU on our website for this kind and generous gesture. Thanks Brian!!!

Events:
Jane Tomaszewski reported:

LJPOA is sponsoring a new LJPOA Logo Contest. We are looking for ideas on “updating” our LJPOA “look”. There will be a prize for the winner and it will be announced and awarded at the Annual Meeting in August, 2009. We will advertise this event on the INFO BOARDS this spring.

New logo items will be purchased after a new logo is adopted.

Lake Management:
Larry Bittner reported that we continue to make progress in the collection of past due revenue. Larry and Rodger Shutter will meet with Al Walker to define and formalize the LJPOA procedures for collecting late dues.

Also reported 34 LJPO’s / 46.5 Lots have not paid their 2008/2009 annual dues. LJPOA is looking into the legality of posting delinquent LJPO’s to the website. They will check with our attorney.

Dam Management:
Larry Bittner advised that on April 17, 2009, the boards have been put back in the dam. He also distributed a copy of the LJPOA emergency Action Plan pertaining to our dam. This Plan has been submitted to the DEQ & DNR and has been approved.

Fish Management:
Larry Bittner reported There is NO FISHING allowed/posted below the dam. The signs were posted by the DNR and is enforced. Additionally, this area is “Private Property”.

Fish planting “bids” have been solicited from approximately six different vendors for the upcoming 2009 season. They will be evaluated when received.

The DNR advises that we (LJPOA) must have a permit to plant fish. These permits are free but Larry Bittner is inquiring as whether or not this is necessary.

New Business

Parks Management:
items for 2009 Spring Clean Up

  • Moosehead Park is fairly clean – put dock in – repair sign
  • Ridgewood Park is clean
  • Linwood Park – leaf raking and branch clean up
  • Hazelwood Park – leaf raking and log removal
  • Matchwood Park – Branch & debris removal and general clean up
  • Silverwood /Barn – timber and log removal
  • A new/improved ramp is needed at Hazelwood Park to afford better access to the park by handicapped individuals. Frank Yakes will be designing the improvements/changes to the existing structure and will present it at the next LJPOA board meeting in May, 2009. He will also have cost estimates available.

Events:

LJPOA’s Boat Parade and Boat Decorating Contest will have a trophy prize this year. Stephen Vat will be donating his time and materials to design the “pontoon boat” for the top of the trophy! More info to come.

The next LJPOA Board Meeting is scheduled for May 16th @ 9:00am at the Barn. A call for adjournment of the April meeting was made.
